Few days ago, one friend had a problem of "friend someone or not" on plurk. She thought if someone sends a friend request but she doesn't accept it, that would be very rude of her. However, if she does friend him, most of his plurks (which she doesn’t like) would appear on her timeline. Coincidentally, one famous plurker, KDFrawg, posted an article titled Friends, Fans, and Responsibility. The main point of it is "I don't want you to follow me; I want to sit down at the table of Plurk as your equal." These two people brought up one question: Why does the "fan" button exist? What is the purpose of being a fan of someone or fanning someone?
 
My answer:
That people want to friend you is because they want to read your plurks, but that doesn't mean you want to read theirs as well. They have their rights to follow you, but you absolutely have your right to decide whether to follow them or not. Being friends is a mutual thing. People cannot force someone else to be their friends. Therefore, you just fan anyone you don't like and don't be afraid because that is your right to do so.
